TEN MAJOR FLAWS IN PUBLIC TRANSPORT by Tom Newton

     1. THE RADIAL SYSTEM.
The system of all traffic moving via the centre of the city is inefficient, wasteful and leads to congestion in the small central city area that is needed for future tourism growth etc. It has wasted many billions of dollars in many cities throughout the world.                  
 
    2 . DUPLICATION.
 
The radial system and different rail gauge leads to unnecessary duplication and inefficiency.
 
   3. NULLIFICATION.
 
With the radial system for every person carried, it draws in an extra movement, yet the number of car users remain high also, despite the variety of transport options - Bus, Dart, Luas, Rail. This could be repeated with the new Metro.
 
   4. LAND USE.
 
Proper land use can, on it's own, greatly reduce the volume of traffic to the city centre. It is the most important element. Otherwise, we end up with isolated or piecemeal planning.
 
   5 . GAUGE EFFICIENCY.
 
Standard rail gauge is essential for integrating, linking up and maximizing rail to its full potential, and for future extension and expansion.
 
   6. TRANSPORT POTENTIAL
 
By running two systems parallel, bus capacity is undermined. This could lead to the loss of many hundreds of jobs.
 
   7. INTERNAL REVENUE LOSS.
 
Passenger loss and loss of revenue will occur due to integrated ticketing with the radial system. This could be as high as one hundred million euro per year.
 
    8. PARK AND RIDE.
 
This is a very limited option as land along the radial line is scarce and of limited use.
 
    9. COMPETITIVE WEAKNESS.
 
 
The new Metro system constructed in the radial system will no doubt be an excuse to impose levies thus driving up costs. 
 
  10. TECHNOLOGY EFFICIENCY.
 
The full potential of technology is greatly hampered with the radial system. Technology is a main player in an efficient transport solution. It allows business to be side by side or miles apart as the technology, eg. computers, do all the running. Notice nowadays, for example, how easy it is to get your vehicle taxed through the internet! Technology efficiency allows businesses locate on the orbital land corridor on the outskirts of the city, creating balance that is essential in any transport solution. The Circle Transport Plan allows technology to maximize its full potential. The radial system is the main culprit of asll the flaws in any transport solution.
 
  COSTS. THE MASSIVE COST OF UNDERGROUND CONSTRUCTION FOR THE METRO AND ITS STATIONS; THE COST TO BUSINESS IN THE CITY DURING CONSTRUCTION, (WHICH THE CITY WILL HAVE TO ENDURE FOR YEARSFOR A FULL CITY PLAN TO BE COMPLETED); THE COSTS INCURRED BY THE OMISSION OF THE ORBITAL LAND CORRIDOR ON THE OUTSKIRTS, WILL ADD MANY MORE BILLIONS TO THE METRO CITY PLAN. THE REST OF THE COUNTRY WILL SUFFER AS THE RADIAL METRO WILL EAT FUTURE FUNDS FOR OTHER PROJECTS IN AND OUTSIDE TRANSPORT.
 
The above problems plus the job losses in the present public transport plan can be addressed by the orbital or circle plan thus saving the economy billions. Money that is badly needed for other projects throughout the country. The key to the plan I propose is mainly the use of existing facilities and the land belt that is strategically located on the outskirts, that is from Sandyford to the Airport via Tallaght, CityWest, Baldonnell, Leixlip and Blanchardstown Industrial area, with a potential for one million activities, including what is there already, and land to be reserved for Hospitals and Colleges.
 
This land belt is now more important than ever because of the thousands of people who had to go to the countryside to find an affordable home. Its correct use could reduce their travel time and make public transport more accessible to them. This land bank needs a service road (most of it built already called the West Circular Road), and a public transport link of bus and rail (see Triangle Rail), and an orbital bus corridor along the M50 designed with the CORE bus plan to take users direct to all areas on the outskirts. The Luas City Orbital is the ideal solution to get around Dublin City. Complete the bus corridors with the Quay Bus Contra-flow and link up existing rail. The Circle Transport Plan can be completed for one-tenth of the cost of Transport 21 with little or no disruptions. The elimination of jobs is unacceptable at any time.
