Facilitating Enforcement (S.A.F.E.)

S.A.F.E. or "Safe
Driving Card" is a new concept to make society a safer and better environment to live in. It is a new concept to enforce
laws associated with driving and the use of the roads with all modes of transport in a safe way. The main benefit of this
concept is self-enforcing. It greatly reduces Garda time taken up in traffic matters as Gardai cannot be everywhere. It totally
enforces all traffic laws at all times everywhere. It is driving by computer as the card repalces the license and the drivers
details are on the S.A.F.E. CARD. The card won't operate on any vehicle unless it is cleared by computer. If the vehicle is
not roadworthy or not taxed etc, it won't operate. It can impose any restrictions that may be required, for example, speed
limits for different age groups at different times of the day or night; parental control if required. It has control of the
speed of the vehicle for speed limits that can change at any time due to speed restrictions and raod conditions. The CARD
is based on frequency, time moister and temperature. It addresses drink driving, non seatbelt use or illegal phone use, crossing
white lines or bad bends. It can do its job many times better than manual at very little cost.
HOW IT WORKS.
Take speeding for example. If a person goes over the speed limit for that time of day the computer informs the driver of the
infringement. If a driver ignores the warning he/she gets a second warning ten seconds later outlining the consequences of
ignoring the speed limit. If a driver ignores this second warning a further ten seconds later the computer will issue a third
warning oftelling the driver to pull into a safe location as after a further two minutes has elapsed the car will be immobilized
for the appropriate penalty of shutdown for one or two hours. Very few people will want to be stranded for up to two hours
when thet can easily avoid it. There is a sever penalty for abusing this system in any way with up to a lifetime ban on driving.
Car thief acn be thwarted by several immobilizing points of use of the car without proper authorisation. For emergency purposes
there would be a special safe way to get the car to a safe location.
